According to the Census Bureau, the US population is about 309 million. The forecasts that have been calculated by the non partisan CBO indicate that the government will be able to collect about $4 billion each year from the penalties. Individuals who are slightly below the poverty line or above the poverty line will have to pay a fine of up to 2.5% of annual income if they are not covered by health Insurance.

The Republicans who were totally opposed to the health care reform bill insists that this is nothing but a tax. Penalties that are to be paid by people who do not have health insurance cover is the price for not participating. Democrats are not too surprised by the number of uninsured ? that is about 32 million. Not all of them will be required to pay penalties ? if they come from extremely low income households or are unauthorized immigrants. Those who will be penalized according to the Democrats will only be about 1.5 percent of the total US population.

Democrats insist that health care reform bill will ensure many more Americans have access to health insurance and health care. The bill will make health insurance more affordable to Americans. This new bills basically gives almost no premium health care insurance to very low income groups, while there are subsides for those who simply cannot afford health insurance.
