The first state to opt out of the Health care reform is Florida. Florida House and Senate voted not to participate or opt out of the new health care reform bill, which aims at universal health insurance coverage and makes it mandatory for American to be covered by health insurance. However a top US health official insisted that opting out is simply not an option.
